Disability Inclusion Disaster Risk Management Coordinator – in Chipinge and Chimanimani

Reports To: Country Programme Manager

Job Overview

The post holder is responsible for the development of Disability Inclusive Disaster Risk Management Plan – DRM (DRR, Climate change adaptation, Humanitarian response, and resilience building) in line with the existing country strategy plan and oversees its implementation in the highest risk geographies in Zimbabwe. The position holder is accountable for implementing DiDRM Action components in line with the CBM Global Programme Strategy, the CBM Global Disaster Risk Management Framework, and in close collaboration and coordination with relevant Thematic teams, Member Associations, and partners. As a member of the CBM Global Zimbabwe Programme team, success requires close collaboration to develop, win support for, and ensure a holistic and consistent approach to crisis response that takes a proactive role in the effective delivery of DiDRM projects, across all three vehicles of change detailed in the organization’s programmatic strategy. S/he will support partners towards high standards, in line with our Programme Quality Framework, and the development and maintenance of effective and authentic partnerships in line with our Approach to Partnership. S/he will engage in appropriate coordination forums, and networks to promote disability-inclusive disaster risk management and will be responsible for developing strategic partnerships to support the implementation of the plan. S/he will promote strong capacity in project design, proposal development, effective project implementation, monitoring, evaluation, and learning within CBM Global DiDRM projects and partners. The role will support effective collaboration among the Country Office staff, partners, in-country stakeholders, Thematic Teams, and Member Associations in Disability Inclusive Disaster Risk Management. Key areas will be Inclusive Prevention, Mitigation, Preparedness, climate adaptation, humanitarian action, and Resilience building efforts.

The role is based in Chipinge and Chimanimani, Zimbabwe. This position will be mainly based in the field.
The hours are Full-time, and permanent.
The salary range: The salary offered will be competitive, dependent on skills and experience. We offer a local contract.

Responsibilities
 
Strategic Support and Leadership:
 
1.   In collaboration with the Country Programme Manager, lead the development of the DRM plan based on the outline in the country strategy plan 2023 – 2024
2.   Support the next CSP plan development process through deeper analysis situation analysis, including an overview of the humanitarian architecture, disaster scenarios/context analysis, and stakeholder mapping of the sector, and provide recommendations on strategic partnerships for DRR, HA engagement in identified high-risk geographies and mainstreaming DRR within other thematic priority areas of CBM Global
3.   Monitor ongoing important risks including climate risk and present risk analysis and outlook for pre-positioning CBM Global Zimbabwe along with strategic partners ahead of time
4.   Engage with pre-positioned consortiums to position CBM Global and promote disability inclusion within identified funding cycles (ECHO HIP etc)
5.   Support other CT members to better understand disaster risks and embark on adaptive programming
6.   In the event of a new emergency, gather timely information, prepare sitreps, and make recommendations on humanitarian response engagement possibilities through convening humanitarian management team meeting
7.   Ensure support and inclusive monitoring, implementation, learning, and evaluation of CBM Global Zimbabwe humanitarian response activations as per the DRM framework  
8.   Contribute to identifying in-country funding opportunities for DRM activities in Zimbabwe
9.   Represent CBM Global Zimbabwe’s inappropriate coordination and networking forums
 
Capacity strengthening and knowledge management

1.   Identify the capacity development needs of partners including organizations of persons with disabilities in disability-inclusive Disaster Risk Management and facilitate the required training and capacity building to address the identified gaps.
2. Contribute to partner DRM assessments and establish a monitoring mechanism to measure the impact of partner capacity-building initiatives.
3.   Inducts partners on relevant standards and tools (e.g. Core Humanitarian Standard on Quality and Accountability (CHS), Humanitarian Inclusion Standards for Older People and People with Disabilities (HIS), IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, etc, Inclusive Early Warning and Early Action checklist and guidelines, promoting disability inclusion in Sendai Framework for Disaster Risk Reduction) through regular training and refresher exercises provided either by CBM Global or jointly with other humanitarian organizations
4.   Contribute towards collective learning within CBM Global through structured documentation of approaches, good practices, and lessons learned on disability inclusion in Disaster Risk Management, and dissemination of these learnings within Zimbabwe and with CBM Global colleagues through the DRM community of Practice
5.   Provide competency-based technical support to other CBM Global countries in Africa as per request from the line manager.

Disability Inclusion Disaster Risk Management Project Management Oversight

1.    Taking a lead in implementing project activities related to capacity building, and technical support to OPDs and partners on Disability Inclusive Disaster Risk Management (DiDRM).

2.    In partnership with a local DRR expert organization, serve as a focal person for regular advice or support on Inclusive Disaster Risk Reduction (DRR), Disaster Preparedness (DP), and Disaster Management (DM) for OPDs, partner organizations, and targeted communities.

3.    Identifies current and emerging risk factors, their underlying causes, and actions that could help reduce the impacts of future hazards, including service delivery analysis on assessment and response to protection needs of local emergency response systems at targeted communities.

4.    In collaboration with a local DRR expert organization, support OPDs and partner Organisations to produce a Disability Inclusive Disaster Risk Management (DiDRM) work plan and develop a DiDRM training plan.

5.    Support OPDs and partner organizations to facilitate community consultations aimed at establishing locally owned action plans for capacity building to strengthen the Inclusive disaster preparedness and disaster management plans that support communities to build resilience.

6.    Strengthening mechanisms and coordination between OPDs, community-based organizations, and government bodies to ensure that the DiDRM action plans and disaster preparedness plans are collectively agreed upon and implemented in the targeted communities.

7.    Support OPDs and partners to establish a road map to community resilience and link the DiDRM resilience to food security, WASH, environment, and inclusive market systems in the target communities.

8.    Support OPDs to participate in DiDRM coordination and collaboration platforms at the district and consortia levels. This includes DRM coordination and review meetings with the CPC and other stakeholders.

9.    Provides technical backstopping on Disability Inclusion to mainstream consortium partners, taking a systems approach that incorporates inclusion in policies, approaches, and practices.

10.         Ensures timely and quality programmatic reporting on CBM Global’s DRM  interventions in the country.

Safeguarding responsibilities.

Knowledge

Understands the incident management framework and their first responder role in recording, responding, and reporting incidents.

Understands the survivor-centered approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them.

Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centred approach.

Education, Knowledge, and Professional Experience

Essential Requirements

·         University degree in Disaster Risk Management/humanitarian/development studies, social sciences, or related field.

·         Minimum of ten (10) years of proven professional experience in DRR, emergency preparedness, response, and humanitarian programme management and oversight including (conflicts, natural disasters, refugee/internal displacement contexts, etc).

·         Solid experience in disability inclusion gained at the field level

·         At least five (5) years of experience in partnership management, including national partners’ capacity strengthening on disability inclusion in DRR, climate change adaptation, and humanitarian action through formal training, mentorship, support visits, facilitating peer exchange/learning among partners

·         Proven experience working with a variety of stakeholders including UN, INGOs, government and donor agencies, and inter-agency humanitarian coordination.

·         Experience in strategic planning and management of large and complex DRM projects and budgets.

·         Demonstrated experience in strategic oversight, coaching and capacity building of program staff, and managing diverse teams. 

·         Demonstrated knowledge and experience of the practical application of the Sphere standards and their foundational documents (the Humanitarian Charter, the Protection Principles, and the Core Humanitarian Standard, Humanitarian Inclusion Standards, IASC guidelines for inclusion of persons with disabilities in humanitarian action) an added advantage. 

·         Knowledge of the local humanitarian context and related emerging trends, including policy developments and national, regional, and global levels.

Desirable

·         Understanding of disability inclusion and related legal frameworks and standards, especially regarding Disability Inclusive Disaster Risk Management.

·         Experience in mainstreaming gender, age, and disability in DRM.

·         Technical expertise and experience in health, basic needs assistance, protection, and humanitarian advocacy.

·         Familiarity and practical experience with humanitarian MEAL frameworks.

Language Proficiency
