Background

In 2024, CBM Indonesia signed a three-year agreement with Wahana Visi Indonesia (WVI) to strengthen disability inclusion across sustainable development and humanitarian programming.

Programme Review

As a first step, our Indonesia IAG team supported WVI to review programme design and implementation in Lombok through a disability inclusion lens. Document reviews, interviews and focus group discussions informed a set of key findings and practical recommendations.

Highlights from the review included:

The importance of a rights-based understanding of disability, and barriers created by medical and charity-based views.
People with disabilities are not consistently captured in village-level data.
Access to basic services was limited by stigma and negative attitudes among families/carers, teachers, community leaders, service providers and government agencies.

WVI has begun acting on the recommendations. To date, they have:

Delivered disability inclusion capacity building for staff using World Vision resources.
Started developing a disability inclusion roadmap.
Included disability inclusion in the WVI strategy for 2026–2030.
Plan to pilot an inclusive, integrated community service point (Posyandu) for mothers and children in rural areas.
Allocated 10% of its sponsorship budget to disability inclusion.
Sponsored two representatives from OPD’s to join CBM Global’s PRIMA DI facilitator Programmme .

“In 2024, CBM made a significant contribution in supporting WVI to strengthen staff capacity and develop programs that are increasingly inclusive of children with disabilities. This aligns with WVI’s focus on the most vulnerable [sic] children, including children with disabilities who often face the highest levels of vulnerability within their families, communities, and villages. We envision that all WVI-assisted villages will become child-friendly villages, inclusive of children with disabilities.”

WVI and our Indonesia teams continue to explore opportunities to strengthen disability inclusion across joint projects, in partnership with the local disability movement.
