This report presents a rapid review of evidence on inclusive social protection for persons with disabilities in Indonesia, drawing on global principles, national data, lived experiences and international case studies. It results from collaboration between CBM Global’s Inclusion Advisory Group, the Center for Inclusive Policy and PROAKTIF – the Australia-Indonesia Partnership Program for Poverty Alleviation and Comprehensive, Inclusive and Adaptive Social Protection, which is supported by the Government of Australia and implemented by DT Global Asia Pacific.
The report examines existing evidence of how Indonesia’s social protection system currently supports the rights of persons with disabilities. Combining desk-based research with focus group discussions involving organisations of persons with disabilities in Indonesia, the report highlights key gaps in coverage, accessibility and adequacy of benefits, and explores international examples of disability-inclusive social protection reforms. It concludes with recommendations to address key knowledge gaps that can inform policy and system reforms that better account for the extra costs of disability and support the rights, autonomy and participation of persons with disabilities in Indonesia.
