
The preconditions for inclusion are essential elements that must be established to create an enabling environment for people with disabilities. Without these elements, structural barriers can prevent full participation in community life, even when programs have strong disability inclusion practices. By prioritising and implementing the preconditions for inclusion, stakeholders can address systemic gaps and ensure that people with disabilities are not excluded from services and opportunities. This brief, co-developed from the shared learned and understanding of CBM Global’s Inclusion Advisory Group (IAG) and the Pacific Disability Forum (PDF), offers an overview of the preconditions framework, including:
