CBM Global Federation through its Swiss member CBM Switzerland has funded a four year programme with its global organisations of persons with disabilities (OPD) partners on advocacy. Approximately €3.3million has been distributed to our global OPD partners (2021 – 2024). The funding provided global OPD partners the opportunity to take forward their strategic priorities and mandates through the development of log frames and specific result areas. The funding was used to promote advocacy agendas, contribute to related core costs, capacity development initiatives, and pilots creating innovative advocacy pathways/ initiative.

CBM Global is looking to recruit an evaluator to undertake a Formative Impact Evaluation to be conducted through a mix of desk review of key documents, remote and/or face-to-face key informant interview and focus group discussions. The methodology will be shaped by an interactive dialogue with the consultant(s) short listed.

The purpose of this evaluation is to:

  • Capture impact/ change/ influencing made possible by the funding mechanism
  • Evaluate the quality of the partnership dialogue and mutual support made possible/ or not by the funding/ programme design modality
  • Generate lessons and learning for future OPD advocacy funded partnerships/ programme design
  • Make recommendations for remaining project year/ and future strategic funding to support global OPD partners’ and CBMG advocacy priorities

Required Expert Profile

  • Demonstrated expertise in undertaking evaluations capturing the impact of advocacy.
  • Background in evaluating strengths and challenges for partnership-based advocacy programmes
  • Understanding of the dynamics of funding advocacy programming in global, regional and local contexts
  • Good knowledge of international disability advocacy

The expected delivery for evaluation is September 2024. Terms of Reference are available upon request. The expected number of days for the work is a maximum of 25 days. Budget available dependent on expertise.
