Programme Finance Officer
 
Reports To: CBM Global Finance Manager Zimbabwe
 
Job Overview

Contributing to the overall goal of the organization and working under the Leadership and Guidance of the Country Finance Manager.
 
Based: Harare, Zimbabwe
Duration: Full – Time
 
Responsibilities and Duties

  1. Participate in Programme design and proposal writing for the Country Team
  2. Support in Partner Budget Application Process – Mentorship/inducting of partners on; budget development and review; compile budget summaries; Uploading approved budgets into GO Online; making necessary revisions as maybe required; providing budget Notifications to Program Team for sharing with partners.
  3. Support in partner trainings or capacity building as required including inducting partners on CBMG contractual obligations, procedures and requirements including reporting templates, statutory requirements.
  4. Contribute as member of Team of Competency in Partner Assessments, compliance checks as required.
  5. Critically analyse partners’ financial reports for compliance against approved budgets.
  6. Jointly with programme team conduct partner field visits perform tasks such as inducting partners on CBM G finance requirements and procedures, spot checks on finance management, internal controls in place and progress on capacity improvement recommendations.
  7. Review designated quarterly finance/narrative reports, year-end closing reports and Audit reports paying special attention to completeness, adherence to CBM G format, burn rate within approved budget and any concerns raised in the Management letters from Project Audits.
  8. Support tracking and monitoring of partner’s budget implementation rate (BIR) in relation​to​fund​transfer​rate​and​ensuring​partners​receive​project​funds​on​time.
  9. In liaison with Program Team, monitor partner savings/unspent funds for approval before lapsing, re-allocation, re-designation and/or re-utilization.
  10. Support in the continuous updates and follow ups of partners issues log identified during field monitoring, compliance visits and audits.
  11. Take lead in the Monitoring of Self-Implemented projects, monitoring and ensuring implementation

Key outcomes expected from this role

·       Stay up to date with all regulations, practices, tax laws, reporting requirements and industry trends, and advice the line manager of the same.
·       Retrieve and submit financial reports to the Country Finance Manager timely, both quarterly, year-end financial reports and year-end audited accounts from partners.
·       Submit Quarterly financial supportive supervision report for projects assigned
·       Verifiable system strengthening activities line CBM Global guidelines.
·       Authentic and effective partnerships, developed and maintained in line with CBM Global’s approach to partnership.
·       Partners’ compliance with CBM Global procedures and standards relating to project identification, design, implementation, monitoring, reporting, evaluation and learning.
·       CBM Global and its work with partners is recognised as a driving force for promoting the inclusion of people with disabilities in their communities and in all aspects of society.
·       In addition to the responsibilities outlined above, the applicant will perform ad hoc activities which are either by their nature related to their normal duties or evolve from operational requirements as may be assigned by the Country Finance Manager.

Experience and Knowledge

·       A minimum of 3 years’ experience in a similar role ensuring effective financial management, systems and controls, including institutional grant management, particularly with a national or an international development organisation.
·       Experience in budget development, monitoring and reporting.
·       Familiar with accounting packages – knowledge in Peachtree/QuickBooks/Microsoft Dynamics (accounting package).
·       Demonstrated experience in managing internal and external relationships and partnerships particularly with implementing partners and project stakeholders.
·       Experience in working with state government as well as other organizations and donors.

Skills/competencies/personal qualities

·       Highly numerate with proven analytical skills.
·       Effective communication skills (verbal and written) with ability to translate financial information to non-financial audience.
·       Demonstrated ability in financial statements analysis with attention to detail and accuracy.
·       Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple/conflicting priorities and deadlines.
·       Ability to integrate into a multi-cultural environment.
·       English at professional proficiency level
·       Fluent speaking in local languages is an advantage

Qualifications

·       Degree in a Finance or finance related field (such as Business Management or Business Administration)
·       A professional accounting qualification (such as ACA, CPA, ACCA) *
