In 2021, our dedicated Philippine team developed a five-year strategy to advance the rights of people with disabilities under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and the Magna Carta for Persons with Disabilities in the Philippines.

The Philippine Government ratified the UNCRPD and has already enacted several national laws in support of the realisation of the rights and needs of people with disabilities: these laws are either underfunded or have failed to be implemented fully to the satisfaction of the sector. Poverty continues to plague many of the sector members because numerous were deprived of access to quality healthcare, inclusive quality education, and decent livelihood and employment – thus continuing the cycle of poverty and disability. Social stigma and discrimination towards people with disabilities still abound.

Given this context, CBM Global Philippines strategically focused on four key programmes to advance disability inclusion:

  • OPD Capacity Strengthening, empowering Organisations of Persons with Disabilities (OPDs) to amplify their voices and lead advocacy efforts, aligning with CBM Global’s Global Disability Summit commitments.
  • Expanding Inclusive Community Programmes, enhancing disability inclusion by developing effective projects and improving accessibility.
  • Advancing Disability-Inclusive Advocacy, driving policy change through social protection laws like a disability support allowance, digital advocacy platforms such as InkluNasyon, climate action, and disability-disaggregated data generation.
  • Developing Advisory Services, influencing the humanitarian sector by guiding humanitarian actors to embed disability inclusion into their policies and practices.

With positive strides in achieving these strategic directions over the past two and a half years, CBM Global Philippines is proud to contribute to the Federation’s mission of ending the cycle of poverty and disability and to its overall impact of realising the rights and full potential of all people with disabilities.
