Job Overview
CBM Global Disability Inclusion (CBM Global) is an international development organisation committed to improving the quality of life of people with disabilities worldwide and in Burkina Faso.
The CBM Global Burkina Faso Country Office receives, amongst other CBM Global member associations, funding from CBM Switzerland for the implementation of several projects in various fields, including community mental health.
Mental health is a priority area for CBM Global and its health partners in Burkina Faso. As part of this partnership, two mental health projects are being implemented in five health districts, with new prospects from 2023 onwards.
To strengthen its support to local implementing partners and programmatic assistance, the CBM Global Burkina Faso Country Office is seeking applications for a Community Mental Health Programme Officer.
Working closely with local implementing partners, the Programme Officer ensures the coordination, programmatic planning, implementation, monitoring, evaluation and reporting of the projects under his/her responsibility. He/she will be supported by CBM Global’s mental health advisors.
Based: Ouagadougou, Burkina Faso with travel within and outside the country. We welcome applications who live and have the right to work in Burkina Faso
Hours: Full-time, Fixed-term contract for 2 years
Salary range: The salary offered will be competitive, dependent on skills and experience. We only offer a local contract.
Responsibilities and Duties
1. Monitor and support local partners in the implementation of the projects under his/her responsibility
2. Update project plans as appropriate, ensure effective monitoring and measures of quality, as well as reporting, together with local partners
3. Assess and validate the terms of reference for the implementation of activities
4. Alert partners to any shortcomings (delays, non-compliance with quality standards, various risks) and propose remedial measures
5. Ensure project budget monitoring and compliance with administrative, financial and HR procedures, with the support of the CBM Global Finance Manager
6. Ensure reporting according to the CBM Global computerised project monitoring system and quality standards
7. Represent CBM Global at meetings, conferences, workshops, and site visits
8. Build collaborative relationships with international and government entities and non-governmental organisations with a view to developing new programmes
9. Capitalise on inclusion (disability mainstreaming) and ensure its technical development in the projects under his/her responsibility
10. Ensure effective coordination between implementing partners
11. Act as a bridge between the CBM Global Burkina Faso Country Office, project implementing partners, and mental health advisors
12. Provide analytic, programmatic and strategic input to the identification and development of new mental health projects
13. Contribute to the drafting and monitoring of partnership contracts (rights and obligations)
14. Ensure the conduct of midterm and final project evaluations, including the development of plans to implement the recommendations according to CBM Global’s and international evaluation standards
15. Contribute to the drafting of other types of reports produced by the CBM Global Burkina Faso Country Office
16. Ensure the identification of partners’ capacity building needs and the implementation of measures to address them
17. Provide support and advice to partners and beneficiaries on compliance with procedures, and ensure effective transfer of skills
18. Contribute to the development and implementation of appropriate accountability mechanisms for partners (complaints/feedback)
19. Contribute to the documentation, sharing and dissemination of good practice with all project actors at both the community and national levels
20. Contribute to the analysis of the security environment in the areas of intervention
Safeguarding Responsibilities

Understands the incident management framework and their first responder role in recording, responding and reporting incidents.
Understands the survivor-centred approach and how to apply it when receiving a complaint or responding to an incident. Knows local support services available in the community or region, and how to engage them.
Skills
Able to listen and accurately document reported concerns and complaints. Able to respect the confidentiality of safeguarding allegations. Able to appropriately apply the survivor-centred approach.
Behaviours
Treats the survivor and others involved in an incident with dignity and respect.
Be assertive in implementing the initial incident response protocols by gaining the trust and cooperation of parties involved.
Person Specification
CBM Global welcomes applicants from diverse backgrounds and people with lived experience of disability.
Experience and knowledge
- Minimum 4-year university degree in social sciences, health, social work, project management, mental health or related disciplines
- More than 5 years’ professional experience, preferably in the field of development and mental health, including at least 3 years in an international or local development organisation
- At least 5 years’ experience in programme monitoring and evaluation against international standards, and ability to set up systems in a participatory manner
Skills/competencies/personal qualities
- Demonstrated knowledge of human rights-based approach
- Knowledge of the Convention of the Rights of Persons with Disabilities or related international law treaties
- Strong commitment to work closely and in partnership with the target population, explicitly with persons with disabilities
- In-depth knowledge of the Burkina Faso health system, social inclusion in general, and disability issues in particular
- Good knowledge of health development sectoral policies in Burkina Faso
- Strong skills in developing project proposals for institutional donors
- Demonstrated experience of working with various stakeholders, including the United Nations, international NGOs, and government and donor agencies
- Experience in strategic supervision, coaching and capacity building
- Good knowledge of inclusive project cycle management
- Good command of English (written and spoken)
