Multi-lingual Experts in disability inclusion in humanitarian action and related sectors

Background

The Inclusion Advisory Group (IAG) is an initiative of CBM Global Disability Inclusion.

IAG is recruiting experts to join our roster of consultants working alongside our team to provide technical support to key partners, particularly in our humanitarian portfolio. This includes our work with the World Food Programme through a dedicated Disability Inclusion Helpdesk.  

We are specifically looking for experts in disability inclusion in humanitarian action who can provide high quality written and verbal advice in French, Spanish or Arabic, as well as English. We are also keen to hear from people that have disability inclusion experience in climate action, disaster risk reduction, and social protection.

Inclusion Advisory Group

CBM Global’s Inclusion Advisory Group (IAG) is an international network of advisors and associates which works in partnership with the disability movement to enable development and humanitarian actors to systematically include people with disabilities in their work, including crisis preparedness, response and recovery. IAG services include training and coaching to build institutional capacity; real-time technical support to improve performance; and knowledge generation to drive learning.

IAG strives for an inclusive and equitable world where people, organisations and institutions actively practice and promote inclusion and where everyone enjoys their human rights. We exist to assist others to put inclusion into practice. 

In partnership with persons with disabilities and their representative organisations, IAG assists to create change in organisations and institutions through technical assistance, change facilitation, capacity strengthening and sharing evidence of what works. We work directly with organisations to show how commitments can be operationalised– at program, policy or organisational level and our advice and relationships are localised and backed up by global evidence and learning, networks and sector understanding.

Key Partnership

IAG have several global and regional advisory partnerships with UN entities, INGOs and OPDs engaged in humanitarian action and related activities. Our roster of consultants undertake a range of assignments generated by these partnerships.

For example, IAG has been delivering technical advice on disability inclusion through a helpdesk service to the World Food Programme (WFP) since September 2021. IAG advisors and consultants provide bespoke guidance notes and annotated tools, as well as broader support including the design of training and awareness sessions for WFP employees and the delivery of webinars on specific topics such as cash-based programming or disability-inclusive livelihoods.

Scope of the consultants tasks

Consultants on the IAG roster will be primarily be contracted by CBM Australia. They will work under the supervision of Senior Advisors from the IAG Global Team, and alongside other advisors and associates from the IAG network.

The allocation of tasks to the most suitable advisor will be managed by the designated Project lead in conjunction we relevant staff

Assignments will include:

·       Technical advice and/or peer review in response to requests from WFP programmes teams submitted to the Disability Inclusion Helpdesk

·       Written advice products, capacity building materials or workshop facilitation in support of other IAG projects in the humanitarian space, or other sectors as relevant to skills and experience,

Consultant will ideally be available for around 10-25 working days during the 12-month period from July 2024 to June 2025. Other opportunities may subsequently arise.

Duty station: Home based – any location where the consultant has the legal right to work. Travel may be required, though this will be negotiated with the consultant and all related costs covered by CBM Global.

Type of appointment: Consultancy.

Payment schedule: Payment based on monthly invoices.

Estimated start date: This is an open call for existing and future opportunities. Suitably skilled applicants could start work as soon as they are available.

Closing date: Applications will be reviewed on a rolling basis until 31st August. We have current and emerging assignments so we intend to contract suitable consultants before the closing date. Please do not delay your submission.  

Profile Specification

All of the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process.

CBM Global welcomes applicants from diverse backgrounds and people with lived experience of disability.

Experience

·       Experience in an advisor role on policy, program and/or capacity development to multilateral organizations.

·       Experience in implementing humanitarian programmes and advising humanitarian agencies on how to apply disability inclusion in policy and programs in diverse humanitarian settings (protracted crisis, rapid onset etc.).

·       Applied experience in humanitarian and/or one or more relevant development sectors (e.g., food security, nutrition, livelihood and social protection etc.).

·       Experience of working with people with disabilities and/or their representative organizations in advisory work, or in other humanitarian or development contexts*

·       Familiarity with the UN system as well as inter-agency humanitarian coordination mechanisms*

Skills

·       Excellent understanding of rights-based approaches to disability and disability inclusive programming.

·       High level of proficiency in spoken English plus excellent analytical, writing and expressive communication skills in at least one of the following languages:

  1.  French
  2.  Spanish
  3.  Arabic

·       A high level of initiative, strategic thinking, and the ability to self-manage.

·       A commitment to human rights and inclusion, and a respect for diversity.

·       A track record of delivering high-quality results in a timely manner and according to agreed outcomes.

·       Ability to work effectively with others, including an ability to constructively peer review the work of other advisors.

Qualifications

·       Academic or extensive applied background in humanitarian and/or development studies, disability studies, social science or other relevant qualifications.

·       Post graduate qualifications in the above is an advantage*
