Finance and Administrative Assistant 

Fixed-term contract:  2 years, full-time

Job Overview
 
Under the supervision of the Finance Manager, the Assistant is responsible for processing the Country Team financial transactions, managing petty cash, supporting budget tracking, managing documentation, and assisting with administrative and logistical tasks.

The Finance and Administrative Assistant supports the daily operations of the finance and administrative departments to ensure smooth and compliant functioning of the Country Team activities.

This role requires strong attention to detail, confidentiality, and the ability to work effectively in a fast-paced, multicultural environment.

Based: Antananarivo, Madagascar

Hours: Full-time, 40 hours

Salary range: The salary offered will be competitive, dependent on skills and experience, as well as country of location. We offer a local contract

Responsibilities and Duties

Financial support

  1. Contribute to the implementation of Country Team financial activities in compliance with CBM Global financial policies, standards and procedures, in-country regulations, and applicable donor regulations.
  2. Monitor petty cash and ensure proper documentation of disbursements.
  3. Monitor as assigned the use of financial resources by partners in projects in compliance with CBM Global financial policies, standards and procedures.
  4. Maintain accurate and up-to-date financial records and filing systems (both digital and physical).
  5. Report to the Finance Manager or to the Finance Officer on critical finance issues.
  6. Support in audit preparation and documentation retrieval.

Administrative support

  1. Assist in the coordination of logistics for meetings, workshops, and field visits.
  2. Manage procurement documentation (quotations, purchase orders, delivery notes, etc.), and ensure timely procurement of goods and services in compliance with CBM Global financial policies, standards and procedures.
  3. Support the Finance Officer in maintaining an asset register and inventory, in compliance with CBM Global financial policies, standards and procedures, or with donor requirements as applicable.
  4. Provide general office support including filing, scanning, photocopying.
  5. Support the smooth functioning of the office (utilities, supplies, maintenance).

Assist in any other duties assigned by the Finance Manager and the Finance Officer.

Person Specification

All of the following requirements are Essential, unless marked with a * when they are Desirable.

Education and Qualifications

· Minimum of a Bachelor’s degree or equivalent (Bac+2 to Bac+3) in management, finance, accounting, business administration, or a related field.

· Experience working in an NGO, donor-funded project, or international organization is an asset.

· Familiarity with basic financial procedures and local regulations in Madagascar.

Experience

·     1–2 years of relevant experience in finance and administrative support, preferably in an NGO or development organization.

·     Experience in bookkeeping, cash handling, and preparation of financial documentation.

·     Experience with procurement procedures and administrative logistics.

·     Familiarity with donor-funded projects (e.g., CBM, EU, USAID, UN, etc.) is an added advantage*.

·     Lived experience of disability is an added advantage*.

Technical Knowledge

·     Sound knowledge of basic accounting principles and financial reporting, with strong understanding of budgeting, petty cash handling, bank reconciliations, and expense tracking.

·     Good knowledge of in-country finance regulations.

·     Good understanding of procurement and inventory processes.

·     Familiarity with accounting software (e.g., QuickBooks, Business Central, SAGE, or similar).

·     Solid knowledge of Microsoft Office, especially Excel (formulas, pivot tables, etc.), Word, and Outlook.

·     Comfortable with using email and cloud-based file storage systems.

·     Excellent organizational, time-management skills, and ability to prioritize work and meet deadlines.

·     Strong numerical accuracy, attention to detail, and confidentiality.

·     Good communication and interpersonal skills.

·     Flexibility and adaptability.

Language Proficiency
