HR and Administration Manager
Permanent/Full-Time.
Reports to:
Country Director with dotted line report to Global Head of HR.

This role manages one administrative officer, a cleaner and a driver
Job Overview And Core Purpose.
The Human Resources and Administration Manager (HRAM) will lead the implementation of CBM Global’s Human Resource strategies, policies, infrastructure systems which facilitate the attraction, management, development and retention of the people. The employee will also ensure compliance with Operations guidelines and policies in implementing operational aspects in the office in compliance with statutory requirements and CBM Global practices.

Hours: Full-time.
Salary range: The salary offered will be competitive, dependent on skills and experience. We offer a local contract.
Responsibilities and Duties
Strategy, policy, and guidelines:
- Implement CO HR plans, admin and procurement plans aligned with CBM Global’s strategy and guidelines.
- Lead the process of updating or review of existing HR Guidelines and safety Security guidelines for CBMG in the country such as leave entitlements, disciplinary and performance management, Country Security Matrix, Country Risk Register etc..
- Facilitate and maintain good relationships with employees, healthy work environment, Worklife balance and ensure that grievances and questions with respect to working conditions are escalated to the Country Director in good time.
- Proactively promote CBMG’s values and culture within the organization.
- Provide strategic support and guidance to the partner organizations related to organizational policy and procedure development.
Training and Development:
- Lead the coordination of staff training and development.
- Provide coaching and support to managers with methodology and tools to support them in efficiently managing their teams.
- Reinforce team-building practices and activities to promote teamwork and employee motivation in order to enhance employee productivity.
- Consolidate staff development needs and put in place a country training and development plan.
Compliance:
- Ensure HR files are complete and compliant with legal requirements
- Ensure that Inclusion principles are integrated into CBMG’s HR plans, policies, and practices.
- Ensure adherence to CBMG health, safety & security guidelines by all staff.
- Ensure that legal and administrative requirements regarding recruitment and selection, contracts, staff induction and exit interviews, vacation, wage guidelines etc., in the CO are being adhered to.
- Carry out periodical trainings and informational sessions for CBMG staff in Bangladesh Country Office on HR best practices and new policies and guidelines to ensure responsibilities, authorities and accountabilities are defined and understood.
- Conduct the HR, Admin, Procurement & S&S assessment as part of partner assessments.
Administrative processes related to HR:
- Ensure on-time delivery of HR services, accuracy of information and legal compliance.
- Maintain and disseminate relevant HR data and documentation / reports.
- Ensure that performance management process is executed by line managers. Provide necessary support for performance improvement plans.
- Support line managers in a holistic recruitment process.
- Coordinate the process of orientation of personnel in line with CBMG’s departments and CBM Global Office HR policies and guidelines.
- Ensure the development and review of job descriptions.
- Coordinate regularly with Programme and Finance and Administration departments regarding common issues.
Procurement
- Oversee the process of procurement of goods and services in line with the CBM guidelines and policy.
- Initiate the rollout development of procurement plan, vendor listing and oversee procurement tracker.
- Establish agreements with reliable suppliers and service providers who can give the best value to CBMG Office in line with CBMG’s procurement policy.
Administration:
- Oversee and guide Administration Coordinator to ensure and manage all logistics and administration issues for smooth functioning of official activities.
- Ensure on-time delivery of Admin services, accuracy of information and legal compliance.
- Lead the process of updating or reviewing existing Operations Guidelines and policies for CBMG in the country.
- Lead the process of NGO Affairs Bureau approvals
- Lead any processes related to organisation registration and renewal.
- Oversee fleet management and provide proper guidance to the Administration Coordinator in regard to fleet management to ensure proper functioning of the official businesses.
- Oversee asset and inventory, in line with local and CBM or donor requirements, as applicable.
Health Safety and security
- Lead and develop in-country safety and security plan in compliance to CBM Global standards;
- Coordinate and manage staff wellbeing;
- Oversee all compliance related to health, safety, and security of the organization;
Additional Responsibilities:
- Upon instruction by the line-manager, perform additional activities, which either are by their nature related to experience in the field of expertise or evolve from operational requirements.
- These may include but are not limited to:

- Participate in Global HR initiatives and be a part of the Global HR Focal point working group.
- To be a member of the CBMG BCO networks related to HR admin, UNDSS Secuity Platform, Safety & Security Management Team. Act as a Security Focal Point and guide staff on HS&S issues on regular basis.
Safeguarding Role
As well as upholding CBM Global’s Safeguarding Policy and its Safeguarding Commitments themselves, managers at all levels are responsible for ensuring their line reports and other representatives for whom they are responsible are aware of the policy, receive regular safeguarding training commensurate with their role and are supported to implement and work in accordance with it.
Managers are responsible for developing and supporting an environment in which project participants, staff, partners and other representatives know how CBM Global expects them to behave and take action where they fail to meet those expectations.
Managers should take the lead on promoting a culture of respect and inclusion by ensuring a safe work environment where staff trust the reporting systems and know their concerns will be treated seriously and appropriate action will be taken.

- Manage HR and Admin budgets/costs accurately.
- Effective management of all HR and administrative processes.
- Compliance of local and CBMG standards for procurement and administration.

Experience And Knowledge
- Demonstrate 5-8 years’ experience in a Generalist Human Resources Management Role being responsible for recruitment, onboarding, contracting, payroll, learning and development, internal communications, compensation and benefits, case management (disciplinary, grievance, performance management), developing and implementing local HR policies. (preferably in the INGO context).
- Proven experience of Admin and Procurement operation following systems and tools.
- Lived Experience of Disability and Disability Inclusion
- Master’s degree or equivalent qualification and/or Professional qualification in HRM/D, Leadership or Organizational Development (or Behavior), Psychology, MBA (Human Resource).
- Knowledge of best disability inclusion policies and HR practices.
Skills/competencies/personal qualities
- Proven record of accomplishment of effective contribution as a member of the management team.
- Demonstrated ability to collaborate across teams, cultures and work styles to execute development and training strategies at a high level in a fluid work environment.
- Persuasive and engaging communication, presentation and facilitation skills to clearly convey objectives to diverse audiences and stakeholders.
- Proved strong experience of interdepartmental coordination and maintain an effective relationship with all departments.
- Ability to consult and partner with peers and external partners across various teams and countries.
- Good experience of handling administrative / operations.
- Highly organized, proactive and self-directed.
- Experienced in working as country security focal person and ensure safety and security of the staff and resources.
- Proven ability to set priorities and meet critical priorities.
- Comfortable working in a fast-paced environment with changing priorities and under minimal supervision.
- Strong analytical, organizational, facilitation and leadership skills.
- Exemplary adherence and commitment to CBMG’s values and Safeguarding Policy.
Qualifications, training, and education
