Job Overview
 
The Programme Officer is responsible for implementing the Rights in Action (RiA) project, ensuring compliance with CBM Global and funder policies. Funded by the Finland Ministry of Foreign Affairs, the project strengthens OPDs in Africa, particularly under-represented groups, to enhance human rights advocacy and policy influence.

Implemented in Nigeria and Zimbabwe, the project addresses intersectional discrimination and human rights violations against persons with disabilities, despite existing frameworks like the CRPD, ADP, SDGs, and National Disability Laws. It empowers OPDs to lead policy change and social transformation, leveraging their lived experiences and contextual knowledge.

As part of the Country Programme Team, the Programme Officer collaborates with country teams, consortium partners, CBM Global technical teams, CBM UK, and other stakeholders to ensure successful project delivery, learning, and development. The role involves providing project management support to partners, ensuring alignment with CBM Global’s Programme Quality Framework and Partnership Principles.

Based:  Abuja, Nigeria.

Hours:  Full-time, 24 Months Fixed term Contract until March 2027

Salary range: The salary offered will be competitive, dependent on skills and experience. We offer a local contract

Responsibilities and Duties  
 
1.   Develop and maintain excellent working relations with CBM Global and CBM UK Teams, RiA project implementing partners, participating Organizations of Persons with Disabilities (OPDs), and the relevant government agencies at National and State levels to implement the project to the highest quality standards.

2.   Support the development and maintenance of authentic partnerships with the RiA project partners and OPDs, adopting an approach to partnership that aligns with and supports CBM Global’s Approach to Partnership.

3.   Support ongoing capacity strengthening of RiA project implementing partners in alignment with CBM Global’s partner assessment procedures. Regularly monitor the implementation of the partners’ capacity strengthening action plans and build new improvement plans into the assessment action plans for implementation.

4.   Work with the RiA implementing partners and CBM Global Country, Technical, and CBM UK Teams to identify and co-design the project organizational development component, integrating contributions from participating OPDs while ensuring multi-stakeholder engagement in the process.

5.   Ensure high quality and timely narrative and financial reports are prepared for submission to the donor in line with CBM Global and the donor requirements.

6.   Facilitate knowledge management efforts on the RiA project in-country and support knowledge sharing with RiA programme stakeholders at national, regional, and international levels.

7.   Ensure RiA partners understand and adhere to key policies and procedures of CBM Global and the donor, as detailed in project contracts and CBM Global’s Approach to partnership. Support organizational development for participating OPDs to develop their own key policies and procedures.

8.   Effectively represent CBM Global in-country and elsewhere on collaborative platforms as requested by the Country Programme Manager or the Country Director, and as such, enhance the CBM Global Brand, especially in relation to the RiA project.

9.   Aligned with the RiA project, champion and model disability inclusion, and catalyse advocacy to promote inclusion of persons with disabilities in their communities and all aspects of society.

10.  Perform any other duties related to the RiA project as may be assigned by the Country Programme Manager.

Key outcomes expected from this role

1.   Authentic and effective programme partnerships developed and maintained in line with CBM Global’s partnership principles.

2.   Be working to clear and agreed objectives and plans of the RiA project.

3.   The RiA project is delivered to an exemplary standard, achieving agreed outcomes and impact based on the results framework. This includes supporting the RiA project partners to deliver the project activities and targets on time and ensuring timely reporting to the donor.

4.   A high performing RiA project implementation partner with a culture that reflects CBM Global’s values and programme quality.

5.   Ensure partners’ compliance with CBM Global and donor procedures and standards relating to the programme implementation, monitoring, reporting, evaluation, and learning.

6.   CBM Global and its work with RiA project partners is recognised as a driving force for promoting the inclusion of persons with disabilities in their communities and in all aspects of society.

Person Specification
 
All of the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process.

Experience
 
1.     Professional experience in a national or international NGO with a minimum of 4 years at Programme Officer level.

2.     Demonstrable experience of managing institutional donor projects.

3.     Experience and a track record in designing, implementing and monitoring large Community-based Inclusive Development and advocacy programmes within development and/or humanitarian settings in collaboration with partners.

4.     Experience in application of global and regional disability frameworks and instruments in policy engagements.

5.     Experience in managing consortium projects.*

6.     Experience in facilitating organisational development for civil society actors, especially OPDs.

7.     Proven experience in results-based management and project cycle management, including assessment, monitoring, and evaluation, with a sound understanding of budgeting and budget tracking.

8.     Demonstrated experience in managing internal and external relationships and partnerships particularly with implementing partners and project stakeholders.

9.   Experience of working on disability inclusive programming in Nigeria.

6.     Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions, and personal backgrounds.

7.     Excellent spoken and written English (professional proficiency), and local language (professional proficiency as relevant).

8.     Lived experience of disability and knowledge of disability issues an advantage.

Qualifications

1.   Relevant university degree in social science, international development or related field, or equivalent experience.

2.   Relevant additional training in the above topics also valued.
