The Senior Disability Inclusion Disaster Risk Reduction Advisor will report to the Disaster Risk Management Director.

He/she, will very closely collaborate and coordinate with all Technical Teams (Advocacy, Inclusion Advisory Group, Disaster Risk Management, Community Mental Health, Inclusive Eye Health and NTDs, and Inclusive Development Team)

Introduction for Senior Disability Inclusive Disaster Risk Reduction Advisor

CBM Global is recruiting a Senior Disability Inclusive Disaster Risk Reduction Advisor to join its Global Disaster Risk Management Team. It is a key role within our Technical Teams at the CBM Global Head Office and offers the flexibility of being based in any country where CBM Global operates.

As Senior DiDRR Advisor you will support our DRM programming across our priority countries, collaborating closely with in-country managers to design and deliver robust programs. Your efforts include driving evidence-based advocacy on disability inclusion and providing external advisory support to other organizations working on DRR.

Based:  This role can be based in any CBM Global Office. Hours:  Full-time.

Salary range: The salary offered will be competitive, dependent on skills and experience, as well as country of location. We offer a local contract.

Responsibilities and Duties  
 
Strategy: 15%

·       In coordination and collaboration with other technical areas, set the overall strategic objectives and geographic priorities, based initially on the most at-risk communities and countries.

·       Oversee the delivery of the Global DiDRR plan, as an integral part of CBM Global Programmes.

·       Contribute to DRR and climate change adaptation integration within the Disaster Risk Management framework

·       Ensure support to country planning with priority for those at greatest disaster risk;  including approval of country strategic plans, ensuring synergy with the DIDRR plan.

·       Support roll out of the Global level DiDRR impact indicators within DiDRR projects in priority countries.

·       Analyse policies, trends, data & research in DiDRR in order to influence the external environment and improve and further develop CBM Global’s policies and practice in the delivery of the DiDRR plan.

·       Together with other Technical Teams, collaborate closely and maximize learnings with relevant members of communities of practice.

Management: 5%

·       In close collaboration with DRM knowledge and learning officer, support the creation and running of a Group of DiDRM CBM Global focal points/community of Practice for the implementation of the DIDRR plan.

Programming:  55%

·       With Country Teams and partners support development, monitoring and evaluation of DiDRR projects

·       Support on-going and new DRR and CCA projects to identify learning objectives in line with key priorities, generate knowledge and develop knowledge products

·       Support Country Team and partners skills in DIDRR, to implement standards, including training, coaching and mentoring with relevant training materials.

·       Set standards of quality for DiDRR based on UNCRPD, DRR and international development framework, and the capacity requirements at different levels of the organisation and strategic partners to meet these standards.

·       Coordinate the development of criteria, tools and guidelines to support project design and development and ensure relevant projects receive technical input in line with DIDRR principles, criteria and approach.

·       Lead the scale up and support documenting of DiDRR programmes, which reflect models of good practice, and which can be promoted nationally and internationally.

·       Pursue opportunities to work in consortia in order to leverage the impact of CBM Global programmes

·       Work with country and international partners and stakeholders in gathering relevant data and baseline studies.

Advocacy, Influencing and external advisory 10%

·       Coordinate with key internal and external stakeholders the advocacy priorities for DiDRR and climate change adaptation and its convergence.

·       Act as Focal Point and resource for UNDRR and the International Disability Stakeholder Group of Persons with Disabilities on inclusive practice and take a lead in International DRR platforms.

·       Facilitate CBM Global & partners’ engagement with International mainstream DRR Networks and ones focused on disability inclusive DRR.

·       Respond to external requests for input to and attendance at other DRR events.

·       In close collaboration with Inclusion Advisory Group, identify strategic opportunities to provide disability inclusion technical assistance to DRR actors and support implementation of specific advisory contracts as per need

·       Be a resource to support implementation of CBM Global’s climate advocacy road map

Evaluation & Research 5%

·       Establish clear guidelines for programme evaluation and indicators, with alignment to CBM Global and international standards.

·       Support evaluation personnel in setting up and commissioning independent programme evaluations for informing and further developing CBM Global’s DiDRR programming.

·       Support research teams in commissioning research in order to inform and further develop DiDRR as an essential component of CBM Global programmes.

Resourcing and Promotion 10%

·       Work with fundraising teams to develop relevant communication on model programmes and good practice for marketing and fundraising.

·       Define HR requirements in support of DiDRR (i.e. country and regional advisors, evaluators, international level expertise) and support HR in the development of relevant HR plans.

Success factors of the position in the first 2 years

  • DiDRR becomes a consistent and integral part of CBM Global programme strategy, supporting better programme integration and collaboration across CBM Global three vehicles of change (programming, advocacy & advisory).
  • CBM Global thought leadership, influencing and external representation in DRR platforms and working groups is enhanced. CBM Global becomes a strategic member of GNDR
  • DiDRR projects in priority countries are significantly scaled up and modelled based on on-going learnings
  • At least one Global strategic programme partnership on DiDRR is agreed
  • CBM Global fundraising for DiDRR is strengthened
  • CBM Global body of evidence and good practice in DiDRR is reinforced through documented learnings from programme and research work and is shared with peers at global and regional DRR and climate change platforms and networks
  • CBM Global’s climate advocacy road map implementation is supported through evidence from programmes and programmes integrate strategic elements of the road map

Person Specification

Education, Knowledge & Professional Experience
 

·       Professional background and relevant working experience and expertise in both Disability Inclusive Humanitarian Action and DiDRR.

·       Minimum of 10 years relevant working experience in low and middle-income countries, with at least 50% of that time at strategic and technical management level, with sufficient experience in research and inclusive data collection.

·       Strong understanding and application of key principles of Inclusive Disaster Risk Reduction and Community Based Disaster Risk Management.

·       Background and experience in development cooperation, including application of relevant tools and methods (Inclusive PCM, participatory approaches, etc.).

·       Proven expertise in advocacy and influencing, with knowledge of key international and continental networks, ideally having played an active part in such networks.

·       Proven expertise in international and national/local cooperation and in building and managing effective partnerships, both disability-specific and in the mainstream sector.

·       Knowledge and understanding of international trends and priorities in DIDRR, CBR/CBID; strong understanding of approaches, systems and processes of International NGOs working in development cooperation

·       Experience in working with governments and key international stakeholders in DRR/DIDRR, CBR and/or DID.

·       Proven experience in the programmatic and financial management of large project portfolios.

·       Experience in managing large programmes as well as multidisciplinary and multi-cultural teams.

·       Expertise in capacity development including facilitation skills and coaching.
